CHARTER ORDINANCE NO 27 Elections At Large

HAYSVILLE HEAT MOVING TO WELLINGTON, KANSAS

The City of Wellington is excited to announce the addition of a semi-pro baseball team to the community. Rick Twyman, owner of the Heat baseball team, announced today that the team is moving to Wellington, Kansas in 2013. The Heat has played in Lake Havasu City, Arizona (1993-2009) and in Haysville, Kansas (2010-2012). For the past 19 seasons the Heat has been a National Power. "We are very excited to be moving the team to Wellington, Kansas, and to become a part of the City of Wellington" Twyman said. The Heat will be working hand-in-hand with Gus Collins, City Manager; Cody Sims, Director of Economic Development; Shelley Hansel-Williams, Executive Director of the Wellington Area Chamber of Commerce; Jesse Dale, Wellington High School Baseball coach; and Nate Cornejo, Detroit Tigers, to make the transition a successful one. Twyman followed up with saying "We are looking forward to playing at Hibbs-Hooten Baseball Stadium, and creating an atmosphere that families and individuals alike can come enjoy a great game in a fun and friendly atmosphere." The Wellington community is a very baseball rich community that provided unequivocal support to the Wellington Dukes, a semi-pro baseball organization during the 1980's.

The Havasu Heat competed in the Pacific Southwest League from 1993-2009, and the Haysville Heat competed in the Jayhawk League from 2010-2012; both leagues are affiliated with the National Baseball Congress. The Heat has been a perennial favorite at the NBC World Series for two decades. In 2007, the Heat captured the NBC World Series Championship, going undefeated (7-0) in the double-elimination tournament. The Heat became the first team from Arizona to win the Championship.

The Heat will start play in Wellington for the 2013 season. Twyman states "We will be competing in the Jayhawk league in 2013 for the 4th year. My coaching staff will remain intact and they are looking forward to the move." Twyman also stated "It's strictly a business decision. This is what's best for the Heat, for the coaches and the players. The Midwest is a haven for baseball and the Jayhawk League is one of the toughest leagues in the country!"

The Heat provides visitors with another reason to come and enjoy what Wellington has to offer. The City of Wellington and the Wellington Area Chamber of Commerce are very excited about promoting the Heat as not only a valuable civic partner, but also a high-quality area attraction for baseball fans of all ages.

Citizen Applications for City Boards/Commissions

The governing body has taken action to revise the process and timeline for appointments to a number of the advisory boards and commissions of the City.  The end result is that the application deadline and the appointment process the governing body follows will occur each year at the same time for all boards and commissions, thus streamlining the process.  Term lengths will become the same for all positions, changes in the number of members of some boards will occur, and term limits will be implemented for appointments made in 2013 and after.  The goal in creating uniformity in the entire process and organization is to encourage citizen awareness of as well as interest in applying and serving on the various boards.  The implementation of the revised process and timeline began with appointments made in 2011.  The next step in the new appointment process impacts those boards with member terms expiring in 2012 through January 2013.

The governing body asks that anyone interested in being considered for appointment for any board vacancy occurring in 2012 through January 2013 submit an Application for City Boards/Commissions by December 31, 2011, to the City Clerk's Office.  The application form is available in the City Clerk's Office or is available on the City website www.cityofwellington.net on the Board and Commissions page.  Appointments made will not begin until the current terms expire as scheduled.

The City boards/commissions that will have vacancies occurring in 2012 through January 2013 are the following:  Airport Advisory Board, Board of Zoning Appeals, Combined Trade Board, Health Care Authority Board, Library Board, Memorial Auditorium Board, and Planning Commission.

The following is the schedule for the 2012 Fire Hydrant testing.  The schedule will be followed as close as possible.  At times, due to unforeseen circumstances, changes to the schedule will be necessary.  Announcements for any changes will be made as soon as possible.  Hydrant testing will start on Sunday April 1st and will continue on weekdays only until all of the hydrants are tested.

Crews will be trying to keep the water as clear as possible.  Some “dirtying” of the water may occur in the area that is being tested.  The possibility exists for adjacent areas to receive some of the “dirty” water also.

Street Cleaning

The City of Wellington will be cleaning the area in and around the roundabout at 15th & “A” Street beginning Friday, March 15th at 4:00 AM. This includes the surrounding areas of “B”, “C”, 16th, 17th and 18th Streets. We apologize for the noise at that early hour; however, it is the safest and quickest way to clean the area.

Vandenburgh Improvement Project

Beginning Monday, March 18th, Vandenburgh Avenue will be CLOSED to the public in order to begin the Vandenburgh Avenue Improvement Project. Affected residences inside the work zone will still be allowed access to their residences as work on the project allows.

We apologize for any inconvenience this may cause during the duration of this project. If you should have any questions, we welcome you to come by the City Administration Center or call us at 326-3871.

Wellington Lake is Open

Beginning immediately, Wellington Lake is open for boats.  The Lake level is still 41” low so we ask that boats travel slowly in a manner that does not create a wake and no boating activities will be allowed after dark.  Only one boat ramp will open on the west side of the Lake near the concrete ADA pier.  Please use caution around shore lines and in the north end of the Lake as there are shallow areas.  If you have a large boat or boat with a deep “V” bottom, please contact Lake staff to see if it will be safe to put it in the water.  Skiing, jet skis and other similar activities will not be allowed at this time.

Tornado Shelters

Tornado Shelter Locations:  There are only two public tornado shelter locations in the City of Wellington.  They are located at Sumner Regional Medical Center 1323 North A (enter on the southeast side) and Sumner Care Center Nursing Home 1600 West 8th (enter on the west side).  The old junior high located at 311 North A is no longer a public shelter as the building was sold to a private entity.  The City of Wellington encourages the public to find primary shelter in their home or business during a tornado warning as there may not be time to drive to a public shelter.  Locations to shelter in the home or business are a basement, interior hallway or bathroom without windows.  Other locations to seek shelter are a neighbor, friend or family with a basement.  Make sure you have arrangements to gain access to their home or business in the event they are not occupied.  Those who live in a mobile home are encouraged to leave the mobile home regardless as mobile homes are easily damaged or destroyed by high winds or tornadoes.  If you are in a vehicle and do not have time to seek shelter exit the vehicle and find shelter in a low lying area.  Tornado sirens are only efficient as outdoor warning devices.  They are not meant to be heard in structures or vehicles.  The public must stay vigilant at all times when threatening weather approaches.  Tornado sirens are sounded when the national weather service includes the City of Wellington or the Wellington Lake (which can be sounded individually) or when an emergency responder visually confirms a tornado.  When a tornado siren sounds or the national weather service issues a tornado warning for our area the public is encouraged to seek shelter immediately.  There are "no" sounding of the sirens for an all clear.  The public must decide when it is safe to leave shelter based on media reports and other information.  Visit the City of Wellington website periodically for news and shelter information.

UP Railroad Work

The Union Pacific Railroad will be working on the track running north and south through Wellington the week of May 28-31, 2013.  This work will consist of a crew removing the track and a second crew installing new track approximately three (3) days later.  This work requires that the crossings at Harvey, 12th Street, 15th Street and Hillside be closed during the week.  Union Pacific has agreed to open Harvey and 15th Street crossings in between the time of removal and replacement.  The crossings at 12th Street and Hillside will be closed during the duration of the project.
