Responsibilities:
The Library Board makes and adopts Library rules and
regulations and oversees its administration. Authority for the
Library Board is in KSA 12-1222. The Library Board meets on
the third Wednesday of each month. * Per KSA 12-1222, no
person who has been appointed for two consecutive four-year
terms to a library board shall be eligible for further appointment
to such board until one year after the expiration of the second
term. Also, per the statute, all members are required to be
residents of the City. In addition to the appointed members of
the board the official head of the municipality shall be ex officio
a member of the library board with the same powers as
appointed members.
Per Library Board Policy, adopted March 2011, Section 5 (D) Attendance at
Board Meetings: Any member of the board may be removed by the city
manager, at his discretion, for misfeasance, nonfeasance, or malfeasance,
but only after he conducts an inquiry into any complaint about a member.
Furthermore, if any member fails to attend 75% of the regularly scheduled
meetings held during the calendar year or fails to attend three (3)
consecutive regularly scheduled or special meetings where an official vote is
required, then the position shall be considered vacated, and the member
shall not be eligible to reapply for a board or commission position for a
period of one (1) year. The board chairman shall submit an attendance
report to the city clerk within ten (10) business days after each meeting.
