Responsibilities:
The Health Care Authority (HCA) was created per Ordinance
No. 3696 adopted June 14, 1994. The HCA was created for
the purpose of providing integrated hospital and other health
care services in the City and its environs by operating the city
hospital located at 1323 N. A Street or at any other appropriate
location in said city and providing such other health care
services, including, without limitation, services that are
customarily provided by an emergency medical service, a local
health department, a home health agency, a mental health
center, a clinic, a long-term care facility, a nonemergency
transportation system, or any other such health care service as
the Authority deems proper, appropriate and feasible.
In November 2018, the hospital became leased by a private
group. The HCA remains in place to serve its original purpose
and to administer the sales tax that was authorized to
commence on April 1, 2015, and ending April 1, 2025. Sales
tax funding continues to be used for HCA expense and debt in
providing health care services at the facility located at 1323 N A
Street.
Per Ordinance No. 4080, adopted March 1, 2011, one member may reside
outside the corporate city limits.
Per Ordinance No. 4160, adopted July 1, 2014, Any member of the board may
be removed by the city manager, at his discretion, for misfeasance,
nonfeasance, or malfeasance, but only after he conducts an inquiry into any
complaint about a member. Furthermore, if any member fails to attend 75%
of the regularly scheduled meetings held during the calendar year or fails to
attend three (3) consecutive regularly scheduled or special meetings where
an official vote is required, then the position shall be considered vacated, and the member shall not be eligible to reapply for a board or commission
position for a period of one (1) year. The board chairman shall submit an
attendance report to the city clerk within ten (10) business days after each
meeting.
