Responsibilities:
The members of the Park Board are tasked with controlling and
managing the City’s parks. This includes drafting and
recommending rules and regulations regarding the use of parks
and recommending penalties for violation of these rules. The
Park Board also makes recommendations to the City Council
regarding capital improvement projects and funding requests.
Per Ordinance No. 4077, adopted March 1, 2011, one of the members
of said board shall be either the mayor or city council member who
shall serve as chairperson of the board. The remaining four members
shall be residents and taxpayers of the city. No member of the board
shall be related by blood or marriage to a member of the governing
body of the city or to any officer of the city government (KSA 14-537)

Per Ordinance No. 4160, adopted July 1, 2014, Any member of the
board may be removed by the city manager, at his discretion, for
misfeasance, nonfeasance, or malfeasance, but only after he
conducts an inquiry into any complaint about a member.
Furthermore, if any member fails to attend three (3) consecutive
regularly scheduled or special meetings where an official vote is
required, then the position shall be considered vacated, and the
member shall not be eligible to reapply for a board or commission
position for a period of one (1) year. The board chairman shall
submit an attendance report to the city clerk within ten (10) business
days after each meeting.
